What is E-devlet and what is it used for?

E-devlet is a website offering access to all public services from a single point. You can register your IMEI Number, download your criminal record or student certificate or address document. There are many features of e-devlet and you can mainly use it to download your official documents.

We would like to kindly remind you that students staying in Turkey for more than 90 days are required to open an E-Devlet (e-Government) account, which is essential for several legal and administrative procedures. 

An E-Devlet account can only be opened by international students who hold an active residence permit card in Turkey.

With e-devlet, you can do:

Download your criminal record (you will need it for the dorms)

➢ Download your student certificate/student transcript

Download your address document with barcode (you will need it for your residence permit card extension)

Register your IMEI device number

Download your müstehaklık document (in case you start an internship, you may be asked to submit it

These documents can be downloaded with a valid QR code through the E-Devlet system.

  • Please do not attempt to activate your E-Devlet account via Akbank. This method often does not work, especially outside Türkiye.
  • Instead, we strongly advise you to visit a PTT (Post Office) in person to obtain your official E-Devlet password as soon as possible after receiving your residence permit card.
  • Once your account is active, you will be able to access a variety of official documents required for visa, residence, and university procedures.

We would like to inform you that students participating in Erasmus or exchange programs abroad (Outgoing Exchange) are required to have an active E-Devlet (e-Government) account in Turkey.

How to obtain E-devlet password?

  1. You have to have your residence permit card ready.
  2. Go to any PTT office in your area. 

    • Go to the official PTT website: https://www.ptt.gov.tr/

    • On the homepage, there is an option to search for “PTT Branches” or “Şube Sorgulama” where you can enter your city or district to find the nearest branch.

  3. Ask for an e-Devlet password (e-Devlet şifresi) with your residence permit. (5 ₺ – subject to change)
  4. Open ( www.turkiye.gov.tr ) to register your e-Devlet account with the password you got from PTT.
  5. After you log-in, it’s better for you to change your password.

Please note that incoming exchange students do not need to follow this process. However, in rare cases, having an E-Devlet account may still be required for certain local procedures. We recommend being informed, even if it is not commonly needed.
